High winds, heavy rain to batter California through the weekend

SACRAMENTO (Reuters) - Heavy rain and winds of up to 80 miles per hour were forecast in California's mountain and coastal regions when a storm rolls through the U.S. West Coast this weekend, prompting warnings of mud flows and flooding.

High wind advisories were issued for Northern and Central California, and transportation officials warned against campers and trailers crossing bridges, including San Francisco's Golden Gate Bridge.

"Meteorologists tell us the storm system is 'rapidly evolving' and that it will be extremely wet the next several days," Mark Ghilarducci, Secretary of the California Emergency Management Agency, said in a statement.

Parts of California could receive up to 14 inches of rain, officials said, adding that the extreme weather was likely to cause mud and debris flows in some areas of Butte, Plumas, and Shasta counties.

Emergency officials also warned of possible power outages.

Polar ice melting faster than thought, scientists warn

This 20-mile-long rift on Antarctica's Pine Island Glacier, seen from a satellite on Oct. 26, will eventually calve off, possibly in the next few months, creating an iceberg the size of New York City. While that won't raise sea levels since the glacial tongue sits on water, the loss could speed up the flow of ice from Antarctica's mainland into the sea.

What had been a blurry picture about polar ice ? especially how it impacts sea levels???just got a whole lot clearer as experts on Thursday published a peer-reviewed study they say puts to rest the debate over whether the poles added to, or subtracted from, sea level rise over the last two decades.

"This improved certainty allows us to stay definitively that both Antarctica and Greenland have been losing ice," lead author Andrew Shepherd of the University of Leeds in Britain, told reporters. Not only that, but the pace has tripled from the 1990s, the data indicate.

Combining satellite data from dozens of earlier studies, the study "shows that the Antarctic and Greenland ice sheets have contributed just over 11 millimeters (0.4 inches) to global sea levels since 1992," he added. Two-thirds was from Greenland, a third from Antarctica.


That's 20 percent of all sea level rise over the last two decades, with the rest mostly from thermal expansion of waters due to warming sea temperatures, the authors noted. In recent years, however, the percentage "has gone up significantly" to nearly 40 percent, added co-author Michiel van den Broeke from Utrecht University in the Netherlands.

Published in the journal Science, the study was based on input from 47 experts at the 26 institutes that produced earlier studies with wild variations. Some estimated melt was raising sea levels by up to 2 millimeters a year, Shepherd noted, while a few said that overall polar ice was growing, and thus countering sea level rise.

Much of the discrepancy was due to data showing that Antarctica's vast eastern ice sheet was adding, not losing ice.

Eastern Antarctica has indeed added ice, but continent-wide the last decade shows a "50 percent increase in ice loss rate," said study?co-author Erik Ivins, a satellite data expert with NASA's Jet Propulsion Lab.?

Most of that loss is in western Antarctica ? at places like Pine Island Glacier, where an iceberg the size of New York City is set to calve off. The iceberg itself won't raise sea levels since that ice is already atop water, but thinning glaciers mean that ice on the mainland can make its way downhill to the sea faster.

Even more dramatic, Ivins said, is that Greenland?"is losing mass at about five times the rate today as it was in the early 1990s."

Greenland's melt rate has gone from 55 billion tons a year in the 1990s to nearly ?290 billion tons a year recently, according to the study.?

A top ice expert who was not a study co-author told NBC News that the new data mark "an important step forward" in better estimating future sea level rise.

"While we had a basic picture of what was going on, it was an incomplete and blurry one," said Mark Serreze, director of the National Snow and Ice Data Center at the University of Colorado-Boulder. "We needed to?step back and take a fresh look, making the best use of all of the different data sources?that we have.

"With this study," he added, "we now have a lot confidence in how the ice sheets are behaving."

The findings come as nations negotiate in Qatar over a new climate treaty to replace the 1997 Kyoto Protocol, which aimed to reduce carbon dioxide and other greenhouse gases tied to a warming Earth.?

And while a half inch rise in sea levels over 20 years doesn't sound like much, many experts fear further warming will accelerate the polar melt. The ice sheets would raise sea levels by more than 200 feet if they completely melted over centuries ? not likely, but even a tenth of that would have catastrophic impacts on coastal areas.

The authors warned that while the new data should become the benchmark for future forecasts, any new studies could be compromised if aging satellites are not replaced. In the U.S., the Obama administration is overhauling its satellite program after an outside review team found it "dysfunctional."

"It?s really critical that these measurements are sustained and several satellites are beginning to fail," noted?Ian Joughin, a University of Washington researcher.

"If we really want to have meaningful information that you know planners can use to build seawalls," he added, "there?s going to have to be a big push to improve our projections of sea level rise using models."

Chimp attack victim reportedly settles lawsuit

Charla Nash, who was the recipient of a groundbreaking full face transplant in 2011 after an attack by a chimpanzee left her disfigured, talks about gaining more feeling in both sides of her face and building stamina with the hope of undergoing a hand transplant by Christmas.

HARTFORD, Conn. --?Lawyers for a woman mauled by a chimpanzee in Connecticut have agreed to a settle a lawsuit against the estate of the primate's now-dead owner, according to court documents obtained Thursday by The Associated Press. Terms of the deal were not disclosed.

Attack victim Charla Nash's brother filed the lawsuit on her behalf in 2009 in state Superior Court seeking $50 million in damages from chimp owner Sandra Herold, who died in 2010. Nash was blinded, lost both hands and underwent a face transplant after being mauled outside Herold's home in Stamford in February 2009.

Lawyers for Nash's twin brother, Michael Nash, accused executors of Herold's estate earlier this week of withholding information needed to complete the settlement, according to a court document obtained by the AP.

An attorney for Herold's estate said Thursday that his office has since provided the information and the settlement is nearly finalized. He declined to elaborate and said the settlement will be confidential.


"The case is resolved," said Brenden Leydon, a Stamford lawyer representing Herold's estate. "I think it was a fair compromise on all sides."

Leydon had argued that Herold's estate couldn't be sued because Charla Nash was an employee of Herold and any claims were a worker's compensation matter.

Messages were left Thursday for Michael Nash and his lawyer. Charla Nash's other brother, Stephen Nash, declined to comment.

Charla Nash was severely disabled after she was attacked by a friend's chimp. See how she looked before, and what she looks like now, after a face transplant.

Charla Nash, 57, now lives in a nursing home outside of Boston. She had gone to Herold's home on the day of the attack to help lure Herold's 200-pound chimpanzee, Travis, back into her home. But the animal went berserk and ripped off Nash's nose, lips, eyelids and hands before being shot to death by a police officer.

Travis had starred in TV commercials for Old Navy and Coca-Cola when he was younger and made an appearance on the "The Maury Povich Show." The chimpanzee was the constant companion of the widowed Herold and was fed steak, lobster and ice cream. The chimp could eat at the table, drink wine from a stemmed glass, use the toilet and dress and bathe himself.

A month after the mauling, Nash's family sued Herold for alleged negligence and recklessness. The lawsuit alleged Herold knew Travis was dangerous but failed to confine him to a secure area and allowed him to roam her property. It also claimed Herold gave the chimp medication that exacerbated his "violent propensities."

Travis had previously bitten another woman's hand and tried to drag her into a car in 1996, bit a man's thumb two years later and escaped from her home and roamed downtown Stamford for hours being captured in 2003, according to the lawsuit.

Nash's family is also trying to sue the state for $150 million but is awaiting permission from the state claims commissioner. The state is immune from lawsuits unless they're allowed by the claims commissioner.

Nash wants to sue the state Department of Energy and Environmental Protection, which she holds responsible for not seizing the animal before the attack despite a state biologist's warning it was dangerous.

"I hope and pray that the commissioner will give me my day in court," Charla Nash told reporters following a hearing in August before Claims Commissioner J. Paul Vance Jr. She added that she hopes "this never happens to anyone else again. It is not nice."

Court documents obtained by the AP on Thursday show the settlement between Nash's family and Herold's estate was approved Sept. 25 by the Stamford Probate Court and the two sides met Nov. 13 to finalize it.

A lawyer for Michael Nash, Matthew Newman, said in a court document filed Tuesday that since Nov. 13, "executors have failed and refused to provide information necessary to complete the settlement."

Leydon said Thursday that Newman now has the needed information.?

Man says prayer group leader told him to kill wife

KANSAS CITY, Mo. (AP) ? Less than three months after he stood as a groomsman in the wedding of two friends he had known since college in Texas, Micah Moore walked into a suburban Kansas City police department and unloaded a dark secret: He had taken the woman's life at the request of her new husband, a charismatic prayer group leader.

Police said Bethany Deaton's death initially appeared to be a suicide. Officers found a note and empty bottle of over-the-counter pain medication along with her body in a minivan parked by a lake on Oct. 30.

It wasn't until Moore confessed nearly two weeks later that police announced she had been killed. He is scheduled for a preliminary hearing on a first-degree murder charge Wednesday.

In the criminal complaint filed in support of the charge, police detailed a stunning series of allegations that Moore made as part of his confession.

Moore, 23, lived with Deaton and her husband, Tyler, in a communal home shared by male members of their prayer group. He told police that several members had sexually assaulted Bethany Deaton and that they were worried she would tell someone. Moore said that's when Tyler Deaton ordered him to kill Bethany Deaton, according to a criminal complaint.

Tyler Deaton has not been charged in his wife's death. Jackson County prosecutor Jean Peters Baker said Deaton was under investigation but declined to elaborate. Deaton does not have a listed phone number and did not respond to requests for comment The Associated Press made through Facebook and phone and email messages to his father.

Moore's attorney, Melanie Morgan, declined to comment.

Tyler and Bethany Deaton moved to Kansas City in 2009 from Texas to attend a six-month internship at the non-accredited International House of Prayer University. The two had met as freshmen at Southwestern University in Georgetown, Texas, in 2005, and two years later Tyler started a prayer group, a former longtime member of the group told The Associated Press on condition of anonymity because he was afraid of retaliation from Tyler Deaton.

Tyler Deaton was listed at one point as a division coordinator for IHOPU's "friendship groups," but the school said that was a mistake. It issued a statement distancing itself from Tyler Deaton after Moore, a student at IHOPU, was arrested.

"Since Bethany's death it has come to light that over five years ago, both she and Mr. Moore joined an independent, close-knit, religious group in Georgetown, Texas," the school said in a statement. "This religious group of fewer than 20 people was led by Tyler Deaton. They relocated to Kansas City over the last few years and operated under a veil of secrecy."

IHOPU is the educational arm of International House of Prayer of Kansas City, an evangelical Christian group focused on missions and preparation for the end of time.

The Deatons' prayer group had at least two houses, with women living in one and men in another. Bethany Deaton, 27, moved into the men's house with Tyler Deaton after they married in August.

According to the criminal complaint, Moore told police that men in the house began drugging Bethany Deaton and sexually assaulting her soon after she moved in. He said she was seeing a therapist and group members became concerned she would tell the therapist about the assaults.

Moore and other men who lived in the house told police that several group members also were having sexual relations with Tyler Deaton, unbeknownst to his wife. One man, whose name was blacked out of the criminal complaint, told police that Tyler Deaton said after Bethany Deaton died that he had had a dream he killed his wife by suffocating her.

Moore told detectives Tyler Deaton instructed him to kill Bethany Deaton because he knew Moore had it in him to do it, and that Moore reported back to Tyler Deaton after she was dead. Moore told police that he had placed a bag over Bethany Deaton's head and held it there until her body shook.

In U.S. fight over gay marriage, both sides gearing up for more battles

NEW YORK (Reuters) - After a watershed year for gay marriage in the United States that included ballot victories and a presidential endorsement, advocates have staked out a handful of states where they believe the next round of fights over same-sex unions can be won.

But any victories will not come easily.

Those who defend marriage as a union of one man and one woman plan to use the November 6 defeats as a rallying cry and fundraising tool. The National Organization for Marriage, the leading group opposed to gay marriage, has called on allies to raise $30 million in the coming year - more than double its haul in 2012.

"Frankly, Americans never really thought that they would have to defend something so obvious as the reality that it takes a man and a woman to make a marriage, and only recently has the threat become clear," Brian Brown, the organization's head, said in an interview.

"We're committed to not letting that happen again, to being outspent in that way. And I think a lot of our donors will step up to the plate, in a way that you haven't seen before, in any future state fights."

This Election Days, voters in Maine, Maryland and Washington state approved ballot initiatives legalizing same-sex marriage, marking the first time in U.S. history voters approved gay marriage at the polls, and bringing to nine the number of states allowing gay marriage.

Weeks later, both sides are preparing for more wrenching battles.

In Rhode Island, the last of the New England states where marriage is limited to straight couples, lawmakers are reviving a gay marriage bill that failed last year.

"From a strategic point of view, we feel very well positioned to capitalize on the momentum that's been generated over the past year," said Ray Sullivan, the campaign director for Marriage Equality Rhode Island.

A poll released in October by WPRI-TV in Rhode Island found 56 percent of voters support allowing same-sex marriage, while 36 oppose it and 8 percent are unsure.

In Minnesota, which on November 6 became the first state to reject a constitutional ban on same-sex marriage, advocates say they now hope to build on voter enthusiasm, pushing lawmakers to take up a bill allowing gay marriage.

In Oregon, same-sex marriage advocates hope to put a pro-gay marriage referendum before voters in 2014. At the moment, Oregon is one of more than 30 states that have amended their constitution to limit marriage to unions between a man and a woman.

Advocates in Illinois and Hawaii, both of which currently allow same-sex unions, are also pushing for marriage votes.

And in New Jersey, where a gay marriage bill passed the legislature last year but was vetoed by Republican Governor Chris Christie, lawmakers say they plan to take up the issue again.

Loretta Weinberg, a Democratic New Jersey state senator, said the legislature is "within striking distance" of the needed two-thirds majority. But to give Republican supporters political cover against a conservative backlash, she said, it was unlikely the bill would be introduced before the state's June primary.

'WE ARE THE REBELS'

A decade ago, Americans opposed gay marriage by a margin of 57 to 35 percent, according to the Pew Research Center. But the stigma attached to homosexuality has faded and support for gay rights has surged, especially among young people.

Pew's latest survey, from July, found 48 percent of Americans approving of same-sex marriage and 44 percent opposing it. For two straight years, the Gallup Poll has found a slim majority of Americans believe same-sex couples should have the same right to wed as heterosexuals.

This year, Barack Obama became the first U.S. president to say he believed same-sex couples should be allowed to marry. The move was seen as energizing voters ahead of Obama's re-election against Republican challenger Mitt Romney, rather than as a liability.

"If nothing else, I think this election will prove that being for marriage isn't a liability, and it may actually help," said Matt McTighe, campaign manager for Mainers United for Marriage.

"In 2004, if you took a pro-marriage position, the next morning 20 groups would be out to make sure you're defeated," added McTighe, whose organization led the successful campaign for same-sex marriage in the state.

Still, in many states the gay marriage fight remains an uphill battle. The National Organization for Marriage says its own polling has found well over half of American voters believe marriage should be defined as a union of one man and one woman.

But Brown acknowledges that defenders of so-called traditional marriage now find themselves on the defensive.

"All of the cultural power is being exerted on the side of redefining marriage," Brown said. "Therefore, in colleges, students are constantly hearing about how it's discrimination or bigoted to stand up for traditional marriage."

"We are the rebels now," he said.

For Immediate Release November 28, 2012 (Toronto) Most adults are drinking responsibly, and fewer are smoking or using illicit substances but several areas of concern were found in the 2011 CAMH Monitor survey of Ontario substance use trends, released today by the Centre for Addiction and Mental Health (CAMH).

"More young adults are reporting that they drive within an hour of using cannabis - even more than those who report drinking and driving," says Dr. Robert Mann, CAMH Senior Scientist and lead researcher. "Yet the risks of doing so are significant." Nine per cent of 18- to 29-year-olds report driving after cannabis use, versus six per cent in this age range who report drinking two or more drinks and driving.

The 2011 CAMH Monitor, which included 3,039 adults aged 18 or older from across Ontario, is the longest ongoing survey of adult substance use in Canada.

Cannabis users are also aging, the survey found. Those aged 50 or older now account for 16 per cent of all adult users of cannabis, which is five times higher than in 1977.

Alcohol Use Most Ontario adults report drinking alcohol in the past year (81 per cent), but the majority does not drink excessively. Alcohol use is a concern when there are harmful drinking patterns, which occur in certain groups.

"Women are drinking more than in the past," says Dr. Mann. "Several key drinking indicators show an increase among women." Six per cent of women reported a pattern of drinking daily in 2011, compared to three percent in 1998. About eight per cent of women were drinking in ways that were hazardous or harmful, up from five per cent in 1998.

"Binge drinking also remains high, particularly among 18- to 29-year olds," notes Dr. Mann. "Overall, nine per cent of Ontario drinkers consume five or more drinks at one time each week, which represents 691,700 people." The survey also showed that the average number of drinks consumed weekly has increased, as has the number of drinkers overall who report daily drinking.

Non-medical Prescription Opioid Use There was some good news, with the reduction in non-medical use of prescription opioids, which has been a concern in recent years. Use dropped by half between 2010 and 2011, down to four per cent in 2011.

This decline may be the result of Ontario's Narcotics Strategy as well as other policy measures to reduce the non-medical use of these powerful, addictive drugs, Dr. Mann suggests.

Mental Health One in seven Ontario adults (17 per cent) report elevated psychological distress, with rates highest among those aged 18 to 29. "This type of distress can reduce people's ability to function effectively socially and emotionally," says Dr. Mann.

Seven per cent of adults reported using an anxiety medication, and seven per cent took a depression medication. These medications were most likely to be used by those aged 40 to 49, and in the case of antidepressants, by women in this age range.

Smoking Smoking rates have been declining steadily for years in Ontario. Currently 15 per cent, or 1.4 million Ontarians, say they are smokers. However, this rate may be leveling off, says Dr. Mann. "The 15 per cent remains three times higher than the Cancer Care Ontario target of five per cent."

John Wiggins' backyard mine

An English homeowner has given new meaning to the phrase "it's all mine!" John Wiggins (pictured above) spent 13 years digging a mine below his backyard garden in the village of Skelton Green in northeastern England. He employed such precision and attention to detail that the replica mine looks like one you might find a mile below ground in the Appalachians -- but his is only 15 feet down.

Wiggins explained to the Darlington and Stockton Times newspaper in Weybridge, England, that his interest in ancient ruins combined with a love for local mining history in the larger English town of Cleveland motivated him in the painstaking project.


"I moved in here 15 years ago," said the 68-year-old painter. "I started to become interested in local history, and this part of the world is notorious for its mining background."

The area was home to 100 iron mines in the 1800s, but by the 1960s most of them were shut down.

"I visited a mine nearby in North Skelton," Wiggins continued, "and it was an experience I'll never forget. But it made me want to preserve Cleveland's identity, so, as you do, I decided to dig up the garden."

He used a backhoe to dig out the 150-foot-long corridor of his model mine. Inside is a railway that he built for a makeshift tram to carry ironstone. Using reclaimed materials from local builders and markets, he built the walls of the mine and two headstocks that serve as the shafts where workers and ironstone would be lifted out of the mine. The whole thing is ventilated to prevent water from flooding the mine and allow fresh air and a little light inside.


The last part of the project that Wiggins has left to complete is a mine office.

"I want it to look authentic, like it's from the 1840s," Wiggins said. "I want it to look abandoned, as if miners just up and left. ... Everything is an exact version of what was in the smaller old mines. I've consulted experts, used my own knowledge of ironstone mines and read a lot of old books to get everything accurate."

According to the British tabloid, The Sun, it cost Wiggins "thousands of pounds" to create the mine.


He called his underground masterpiece a "memorial ... to the ironstone miners of Cleveland" and said that he wasn't aware of anything else like it in the area. He added that he is willing to offer free tours of his mine to those interested in learning more about the town's mining history.

While Wiggins built a model of a historic treasure on his property, a real age-old find was discovered in a home in the nearby English town of Plymouth earlier this year. In August, homeowner Colin Steer discovered a 33-foot-deep well under his living room floor that dates to the 16th century.

BBC drama 'The Hour' back to make the 1950s sexy

LONDON (AP) ? The media are under fire, celebrities are under the microscope. Welcome to Britain in 2012 ? or in the 1950s, the setting for the BBC drama "The Hour."

A newsroom drama/political thriller about the staff of a current affairs TV program, "The Hour" gained attention last year when it debuted for its resonant story lines and distinctive retro style. The latter aspect ? all mid-century modern interiors, sensuous silk dresses and slim suits ? prompted the show to be dubbed, inevitably, a British "Mad Men."

The second six-episode season ? in the middle of its run in Britain and starting Wednesday on BBC America ? stays focused on the tempestuous trio of battling producer Bel Rowley (Romola Garai), combative reporter Freddie Lyon (Ben Whishaw, tech-master Q in the Bond film "Skyfall") and smooth anchorman Hector Madden ("The Wire" alumnus Dominic West) as they confront meddling management, murky maneuvers in high places and tensions between work and their private lives.

They also must deal with the consequences of their show's rising profile ? especially the impulsive Hector, who finds that fame comes at a cost.

Series writer Abi Morgan, whose work includes screenplays for "The Iron Lady" and "Shame," said she was drawn to the period's sense of style ? "a certain kind of 'La Dolce Vita' glamour that I really love." She also wanted to explore the birth of modern culture in a decade often seen as staid and conformist.

"What we know about history is inherently, it repeats itself," said Morgan, counting off the show's modern themes: "Immigration, women trying to have it all, the sense of a kind of greater global threat (because of the Cold War) ... the rise of capitalism and consumerism in Britain, the birth of celebrity, and the vulnerability of celebrity."

"The Hour" has been hailed for recasting a time usually remembered in Britain as a gray era of postwar austerity. Prosperity took a long time to arrive in Britain, which emerged from World War II victorious but broke ? wartime food rationing continued until the 1950s.

But by 1957, when the second series of "The Hour" opens, wages were rising, the economy was growing, new consumer goods were available and the tempting devil of rock 'n' roll was washing up on Britain's shores.

The series introduces the BBC's brash rival ITV, which launched in 1955 as Britain's first commercial TV network, and takes excursions to seedy Soho nightclubs, where journalists and politicians mingled with denizens of the London underworld.

Garai, whose television roles include the title role in Jane Austen's "Emma" and an ambitious Victorian prostitute in "The Crimson Petal and the White," said "The Hour" helped correct "the idea that somehow the '60s was the sea-change."

"The '60s was born out of the '50s," she said. "In this series, we talk a bit about Ginsberg and Kerouac. The birth of everything we identify as 'modern' was definitely seeded in the '50s and the Beat Generation."

Like Aaron Sorkin's "The Newsroom," the show is also a love letter to journalism ? a much-needed one in Britain, where the profession's image has plunged after revelations of tabloid phone hacking, and where even the august BBC has been tarred by its bungled response to a sex abuse scandal.

"I still believe in the nobility of journalism," Morgan said. "I still love good journalism, and I wanted to hark back to an age when you didn't instantly tweet and you didn't instantly blog and you didn't videophone an event. The slow burn of building a story and nurturing a story and investigating a story is still fascinating to me."

"The Hour" continues a run of strong female characters for Morgan, who dared to depict the divisive former Prime Minister Margaret Thatcher in "The Iron Lady."

In Bel, she has created something still too rare on television ? a sympathetic, competent woman in a position of power. Garai said it was a delight to play a strong women who is "not seen as being bossy or controlling."

Her only qualm is the show's luscious costumes, which have made Garai and her co-stars the subject of glossy magazine spreads about '50s fashion.

The real-life Bel, she says, would have worn "a tweed suit and brogues."

"You sort of think, could Bel really afford a silk two-piece on a BBC producer's salary?" Garai said. "And then everyone goes, 'Oh shut up, Romola.' So I say 'OK, OK, yes. I'll wear the beautiful suits. And breathe in.'"

Australia Military Sex Abuse Claims: Government Expresses Regret ...

The Australian government, through Defence Minister Stephen Smith, has apologised to the country?s military personnel, who have been sexually mistreated or otherwise maltreated, during their military service.

The Defence Minister expressed an apology in Parliament on behalf of the government, subsequent to hundreds of claims of sexual abuse and rape from the members of the Australian military, historical and present.

An inquest into the Australian military sex abuse allegations has been initiated by the government. A compensation fund has also been established by the government to assist the victims of military sex abuse. The Australian military sex abuse allegations stretch across 60 years and are being viewed as a stain on the Australian military reputation.

The Defence Minister has asserted that young male and female Australian soldiers have undergone sexual, physical and mental mistreatment from their military colleagues. This behaviour was unjustifiable and wasn?t in sync with the principles of a broadminded and diverse Australian society.

In the last two years, the Australian government, headed by Labour PM Julia Gillard, has commenced and continued a process to reform the Australian military culture. Attempts have been initiated by the Australian government to make the military more accepting of female soldiers.

Defence Minister Stephen Smith has accepted claims that military officers misused their positions of trust through sexually abusive behaviour. Some military officers refused to take action against their colleagues, who were perpetrating abusive behaviour.

Stephen Smith proclaimed that retired judge, Len Roberts-Smith, has been appointed as the head of the inquiry into the Australia military sex abuse allegations. More than 1000 complaints of military sexual abuse had been received by the government, with the earliest ones dating back to the 1950s.

The Defence Minister cautioned that some sexual abuse perpetrators could still be in the Australian military.

Australian Defence Force (ADF) Chief Lieutenant, General David Hurley, has vowed to cooperate with the inquiry into the Australian military sex abuse allegations. Hurley has uttered that the perpetrators of abuse in the military have failed to comprehend that military rank is a privilege and not a license for violent or arrogant behaviour.

At this point, it might be best to turn "Two and a Half Men"?into a reality show.?Less than two years removed from?Charlie Sheen's infamous meltdown that saw him removed from the CBS?Chuck Lorre?comedy, the show's young star,?Angus T. Jones?-- the half-man in the show's title -- has blasted the series as "filth" and suggested that people should stop watching.

"Jake from 'Two and a Half Men'?means nothing. He is a non-existent character," Jones says in a video for the?Forerunner Christian Church, which is based in Fremont, Calif. "If you watch 'Two and a Half Men,' please stop watching 'Two and a Half Men.' I'm on 'Two and a Half Men'?and I don't want to be on it. Please stop watching it and filling your head with filth. People say it?s just entertainment. Do some research on the effects of television and your brain, and I promise you you?ll have a decision to make when it comes to television, especially with what you watch."

Jones continues with the testimonial, intimating that the show is part of the plan of "the enemy" -- presumably Satan. He adds, "If I am doing any harm, I don't want to be here. I don't want to be contributing to the enemy's plan ... You cannot be a true God-fearing person and be on a television show like that. I know I can't. I'm not OK with what I'm learning, what the bible says and being on that television show."

Jones, 19,?gave a testimony?in October at the Voice of Prophecy in Los Angeles, where he attends services.

Jones earns about $350,000 per episode; in May he received a salary bump -- along with co-stars?Jon Cryer?and?Ashton Kutcher?-- when?Men?was renewed for a 10th season.

Jones' comments mark the latest brouhaha for "Men," which in addition to the Sheen debacle also saw former showrunner?Lee Aronsohn?step down after he came under fire for comments he made to?THR?about female-driven shows at a Toronto screenwriting conference.

"Two and a Half Men"?producer Warner Bros. Television declined comment.

Bangladesh garment factory fire kills at least 120

DHAKA (Reuters) - At least 120 people were burnt to death as a fire swept through a garment factory on the outskirts of Bangladesh's capital, the chief of the fire brigade said on Sunday.

The fire at the nine-story factory in the Ashulia industrial belt started on the ground floor late on Saturday and quickly spread, trapping hundreds of workers.

"This morning we have recovered 120 dead bodies and the death toll could rise," Abu Nayeem Mohammad Shahidullah, director general of the fire brigade, told reporters.

Bangladesh has around 4,500 garment factories that make clothes for brands including Tesco, Wal-Mart, JC Penney, H&M, Marks & Spencer, Kohl's and Carrefour.

Egypt's Mursi faces judicial revolt over decree

CAIRO (Reuters) - Egyptian President Mohamed Mursi faced a rebellion from judges who accused him on Saturday of expanding his powers at their expense, deepening a crisis that has triggered violence in the street and exposed the country's deep divisions.

The Judges' Club, a body representing judges across Egypt, called for a strike during a meeting interrupted with chants demanding the "downfall of the regime" - the rallying cry in the uprising that toppled Hosni Mubarak last year.

Mursi's political opponents and supporters, representing the divide between newly empowered Islamists and their critics, called for rival demonstrations on Tuesday over a decree that has triggered concern in the West.

Issued late on Thursday, it marks an effort by Mursi to consolidate his influence after he successfully sidelined Mubarak-era generals in August. The decree defends from judicial review decisions taken by Mursi until a new parliament is elected in a vote expected early next year.

It also shields the Islamist-dominated assembly writing Egypt's new constitution from a raft of legal challenges that have threatened the body with dissolution, and offers the same protection to the Islamist-controlled upper house of parliament.

Egypt's highest judicial authority, the Supreme Judicial Council, said the decree was an "unprecedented attack" on the independence of the judiciary. The Judges' Club, meeting in Cairo, called on Mursi to rescind it.

That demand was echoed by prominent opposition leader Mohamed ElBaradei. "There is no room for dialogue when a dictator imposes the most oppressive, abhorrent measures and then says 'let us split the difference'," he said.

"I am waiting to see, I hope soon, a very strong statement of condemnation by the U.S., by Europe and by everybody who really cares about human dignity," he said in an interview with Reuters and the Associated Press.

More than 300 people were injured on Friday as protests against the decree turned violent. There were attacks on at least three offices belonging to the Muslim Brotherhood, the movement that propelled Mursi to power.

POLARISATION

Liberal, leftist and socialist parties called a big protest for Tuesday to force Mursi to row back on a move they say has exposed the autocratic impulses of a man once jailed by Mubarak.

In a sign of the polarization in the country, the Muslim Brotherhood called its own protests that day to support the president's decree.

Mursi also assigned himself new authority to sack the prosecutor general, who was appointed during the Mubarak era, and appoint a new one. The dismissed prosecutor general, Abdel Maguid Mahmoud, was given a hero's welcome at the Judges' Club.

In open defiance of Mursi, Ahmed al-Zind, head of the club, introduced Mahmoud by his old title.

The Mursi administration has defended the decree on the grounds that it aims to speed up a protracted transition from Mubarak's rule to a new system of democratic government.

Analysts say it reflects the Brotherhood's suspicion towards sections of a judiciary unreformed from Mubarak's days.

"It aims to sideline Mursi's enemies in the judiciary and ultimately to impose and head off any legal challenges to the constitution," said Elijah Zarwan, a fellow with The European Council on Foreign Relations.

"We are in a situation now where both sides are escalating and its getting harder and harder to see how either side can gracefully climb down."

ADVISOR TO MURSI QUITS

Following a day of violence in Cairo, Alexandria, Port Said and Suez, the smell of tear gas hung over the capital's Tahrir Square, the epicentre of the uprising that toppled Mubarak in 2011 and the stage for more protests on Friday.

Youths clashed sporadically with police near the square, where activists camped out for a second day on Saturday, setting up makeshift barricades to keep out traffic.

Al-Masry Al-Youm, one of Egypt's most widely read dailies, hailed Friday's protest as "The November 23 Intifada", invoking the Arabic word for uprising.

But the ultra-orthodox Salafi Islamist groups that have been pushing for tighter application of Islamic law in the new constitution have rallied behind Mursi's decree.

The Nour Party, one such group, stated its support for the Mursi decree. Al-Gama'a al-Islamiya, which carried arms against the state in the 1990s, said it would save the revolution from what it described as remnants of the Mubarak regime.

Samir Morkos, a Christian assistant to Mursi, had told the president he wanted to resign, said Yasser Ali, Mursi's spokesman. Speaking to the London-based Asharq Al-Awsat newspaper, Morkos said: "I refuse to continue in the shadow of republican decisions that obstruct the democratic transition".

Mursi's decree has been criticized by Western states that earlier this week were full of praise for his role in mediating an end to the eight-day war between Israel and Palestinians.

"The decisions and declarations announced on November 22 raise concerns for many Egyptians and for the international community," State Department spokeswoman Victoria Nuland said.

The European Union urged Mursi to respect the democratic process.

Susan Rice battles critics as abrasive style takes toll

UNITED NATIONS/WASHINGTON (Reuters) - Susan Rice has had a series of diplomatic triumphs as U.S. ambassador to the United Nations. President Barack Obama, an old friend, showed he has her back when last week he publicly challenged her Republican critics over the Benghazi controversy to "go after me" rather than her. She knew former Secretary of State Madeleine Albright from the age of 4.

And yet Rice is now fighting for her political future. Her chances of becoming the next secretary of state - replacing Hillary Clinton - have been significantly damaged.

Senior Republicans, such as Senators John McCain and Lindsey Graham, have said they will oppose her getting the job, signaling a confirmation battle if Obama decides to nominate her. Some critics in the media, such as Washington Post columnist Dana Milbank, have said she is unsuitable for the position.

The immediate source of a lot of the criticism is her appearances on Sunday morning television shows in September five days after the U.S. ambassador to Libya, Christopher Stevens, and three other Americans had been killed in Benghazi.

Her critics bitterly complain that she misled the American public by suggesting that the assault was the result of a spontaneous protest rather than an organized assault by affiliates of al Qaeda. During the U.S. presidential campaign, supporters of Republican candidate Mitt Romney seized on the issue to attack Obama.

The antipathy in Washington and elsewhere, though, is based on more than a series of TV interviews. While U.N. diplomats and U.S. officials who have dealt with Rice praise the intellect of the 48-year-old former Rhodes scholar and graduate of Stanford and Oxford, they say she has won few popularity contests during her meteoric rise.

Diplomats on the 15-nation U.N. Security Council privately complain of Rice's aggressive negotiating tactics, describing her with terms like "undiplomatic" and "sometimes rather rude." They attributed some blunt language to Rice - "this is crap," "let's kill this" or "this is bull___."

"She's got a sort of a cowboy-ish attitude," one Western diplomat said. "She has a tendency to treat other countries as mere (U.S.) subsidiaries."

Two other diplomats - all three were male - supported this view.

"She's not easy," said David Rothkopf, the top manager and editor-at-large of Foreign Policy magazine. "I'm not sure I'd want to take her on a picnic with my family, but if the president wants her to be secretary of state, she'll work hard."

Indeed, along with a "no-nonsense" style, Rice has the most important ingredient for a successful secretary of state - a close relationship with the U.S. president, Rothkopf said.

Russian Ambassador Vitaly Churkin, himself not known for mincing words, publicly admonished Rice after she said Russian calls for an investigation into civilian deaths in Libya caused by NATO were a "bogus" ploy.

"Really this Stanford dictionary of expletives must be replaced by something more Victorian, because certainly this is not the language in which we intend to discuss matters with our partners in the Security Council," said Churkin, mocking Rice's education at Stanford.

More immediately at the United Nations, she faces criticism from human rights activists and some diplomats because of U.S. opposition to public criticism of Rwanda for its role in the worsening conflict in the Congo.

BREAKING HER SILENCE

Rice, who declined to comment for this article, broke her silence on the Benghazi controversy on Wednesday, defending her September statements about the attack.

But she did so on Thanksgiving eve when many Americans were traveling and when her comments were likely to be overshadowed by news of a ceasefire between Israel and Hamas.

"I relied solely and squarely on the information provided to me by the intelligence community," Rice told reporters at the United Nations. "I made clear that the information provided to me was preliminary and that our investigations would give us the definitive answers."

While Rice said some statements about her by McCain were "unfounded," she may have been trying to mend fences when she added: "I look forward to having the opportunity at the appropriate time to discuss all of this with him."

People who know Rice say she is finding it hard to keep up her spirits during a long autumn of criticism. "It's not easy being attacked publicly by people who have their facts wrong day after day," one U.S. official said.

Rice's defenders say that a lot of the attacks smacked of sexism as the same tough manner she can display has been seen as an asset in some legendary male American foreign affairs officials.

Rothkopf, who was an official in President Bill Clinton's administration, cited James Baker and Henry Kissinger as exemplary secretaries of state.

They were "tough infighters who broke a few eggs and made some enemies. They are admired for their toughness, and (Rice) is attacked for her abrasiveness," he said.

SOME SAY EMINENTLY QUALIFIED

Certainly, Rice has won some accolades for pushing the U.N. Security Council to adopt new Iran and North Korea sanctions, helping secure the toughest U.N. measures to date against those two countries over their nuclear programs. Rice also played a key role in negotiating last year's war resolution on Libya.

Current and former U.S. officials aligned with the Obama administration say Rice is eminently qualified for the post of secretary of state.

They say the attacks on her during the presidential campaign were part of Republican efforts to frame the Benghazi assault as a terrorist attack, possibly linked to al Qaeda, on Obama's watch.

"The president has a great record in fighting al Qaeda, so (Republicans) try to find a way of attacking his record on al Qaeda," said Richard Clarke, who was Rice's boss when she worked at the U.S. National Security Council during Bill Clinton's first term.

Rice became an official in the Clinton administration in the 1990s, at the National Security Council and State. Then, under Obama, she became the youngest woman and the first black female to become U.S. ambassador to the U.N.

She grew up close to the levers of power. She is the daughter of the late Emmett Rice, who was a Cornell University economics professor and member of the Federal Reserve Board of governors. Albright, who is a family friend, recommended Rice to become assistant secretary of state.

"We often traveled together and I took her advice very seriously," said Albright, who served as U.N. ambassador from 1993 to 1997 and secretary of state from 1997 to 2001. "I think she is one of the smartest people I know in national security issues."

REPAIRED TIES

While some Republicans have accused her of sacrificing U.S. interests in her effort to woo U.N. diplomats and also complain that she is too often absent during U.N. Security Council votes, neither criticism is given much credibility by other diplomats in New York.

They say Rice, whose husband and children live in Washington and who is a member of Obama's Cabinet, has an advantage as a U.N. negotiator because other nations' delegations know that when she takes a position on an issue, the president is almost certainly behind her.

A U.N. official said that when Rice took office in 2009 as Obama's U.N. envoy, she repaired much damage done to the U.S. image at the United Nations, an organization often criticized by the administration of former President George W. Bush.

"We have paid the price of stiff-arming the U.N. and spurning our international partners," Rice told an audience in 2009. Washington quickly paid up billions of dollars in dues and said it would work with the United Nations whenever possible.

In late 2009 and 2010, Rice led negotiations on a fourth U.N. sanctions resolution against Iran over a nuclear program that Tehran insists is for peaceful electricity generation but Western powers and their allies suspect is for weapons.

Britain and France, which had drafted the three previous U.N. sanctions resolutions on Iran, were reluctant to allow Rice to be the "pen holder" for a fourth, U.N. envoys said, mostly out of fear the Obama administration would offer a weak draft because of its determination to boost engagement with Tehran.

They were wrong. Rice's draft was far tougher than expected.

The Security Council passed it in June 2010 and European diplomats who worked on it acknowledge that it created one of the toughest sanctions regimes in U.N. history.

DUMBSTRUCK

Then came the battle for control of Libya in early 2011. After weeks of discussions within the divided U.S. administration, Obama decided that Washington could support a U.N. Security Council mandate for outside military forces to use "all necessary measures" short of an occupation to protect Libyan civilians from leader Muammar Gaddafi's forces.

The British and French were dumbstruck. Their initial reaction when Rice presented U.S. demands for a Libya resolution was that it was a ploy to get the Russians to veto it.

But then they realized she was serious.

Within 36 hours of the resolution passing on March 17, 2011, "the French were bombing Gaddafi's forces as they prepared to attack Benghazi," said one senior Western diplomat involved in the negotiations. "The Americans pushed the process well beyond what we thought we could achieve in the council, and it succeeded."

Still, it is far from smooth sailing for Rice. Security Council diplomats and human rights activists have more recently criticized her over Rwanda.

Her involvement with the East African nation began in the 1990s, when she was a National Security Council official responsible for international organizations and peacekeeping.

Still reeling from its 1993 failure in Somalia, the United States under Clinton did virtually nothing to stop the Rwanda genocide in 1994.

Nearly two decades later, council diplomats and rights groups accuse Rice of protecting Rwanda and President Paul Kagame, a charge that Rice's defenders say is baseless.

U.N. experts who monitor compliance with sanctions on Congo have accused Kagame's Rwanda of supporting the M23 rebellion in eastern Congo. M23, which is suspected of mass killings, rape and other atrocities, on Tuesday captured the city of Goma.

Rwanda denies supporting M23 but council diplomats and U.N. officials say those denials are hardly credible.

In June the experts sent a report on the allegations to the Security Council's Congo sanctions committee, where council diplomats said Rice blocked its publication for weeks. U.S. officials denied blocking it and said Washington only wanted Kigali to have a chance to respond.

Just on Monday, diplomats told Reuters, the U.S. delegation again insisted that Rwanda not be named in a resolution - which was passed by the council on Tuesday - criticizing M23 rebels' seizure of Goma.

Rice's defenders say she is following instructions from Washington, and the U.S. assessment is that singling out Rwanda for backing M23 would not be constructive. They also deny that she is trying to protect Rwanda or Kagame, calling instead for negotiations between Kigali and Kinshasa.

That doesn't wash with some human rights activists. "Despite its influence on Rwanda, in public the U.S. government has been inexplicably silent," said Philippe Bolopion, U.N. director for Human Rights Watch.

Three killed in attack on Shi'ite procession in Pakistan

ISLAMABAD (Reuters) - A roadside bomb killed at least three people near a Shi'ite procession in Pakistan on Saturday, police said, while security forces were on high alert over fears of large-scale attacks on the minority sect across the country.

Pakistan is suspending phone coverage in many cities this weekend, an important one in the Shi'ite Muslim calendar, after a series of bomb attacks on Shi'ites triggered by mobile phones.

Hardline Sunnis have threatened more attacks as the Shi'ite mourning month of Muharram comes to a climax. More than a dozen people have already been killed this week observing Muharram.

Saturday's attack occurred in the city of Dera Ismail Khan in Pakistan's northwest, a stronghold of al-Qaeda-linked Sunni militant groups who regard Shi'ites as non-Muslims and have stepped up sectarian attacks in a bid to destabilize Pakistan.

Intelligence information indicates more attacks have been planned for the coming days in the capital city of Islamabad, Karachi and Quetta. Mobile phone service will be suspended for hours in the three cities and dozens of others over the weekend.

In Karachi, more than 5,000 police are expected to patrol the streets during Muharram events over the next two days, with hundreds more on alert.

Muharram marks the anniversary of the Battle of Karbala, where the grandson of the Prophet Mohammad and his family members were killed.

Pakistani intelligence officials say extremist groups led by Lashkar-e-Jhangvi have intensified their bombings and shootings of Shi'ites in the hope of triggering conflict that would pave the way for a Sunni theocracy in U.S.-allied Pakistan.

The schism between Sunnis and Shi'ites developed after the Prophet Muhammad died in 632 when his followers could not agree on a successor.

Sunnis recognize the first four caliphs as his rightful successors. The Shi'ites believe the prophet named his son-in-law Ali. Emotions over the issue are highly potent in modern times, pushing some countries, including Iraq five years ago, to the brink of civil war.

Pakistan is nowhere near that stage but officials worry that LeJ and other groups have succeeded in dramatically ratcheting up tensions and provoking revenge attacks in their bid to topple the U.S.-backed government in nuclear-armed Pakistan.

Indonesia New Sukuk Rallies on Supply Shortage: Islamic Finance

A shortage of Islamic sovereign debt saw Indonesia?s new dollar-denominated sukuk rally two times faster than non-Islamic securities this week after the sale attracted $5 billion in orders for $1 billion on offer.

The Southeast Asian nation sold the bonds maturing in 2022 at a coupon of 3.3 percent, its third issuance since 2009. The yield fell 17 basis points to 3.13 percent from Nov. 19, compared with an eight basis point decline to 2.91 percent on the 2022 notes that don?t comply with religious tenets. In the international market, Shariah-compliant borrowing costs are at a record-low 2.82 percent.

The shortage may become more acute next year as the government plans to cut overseas sales in 2013 to reduce its foreign-currency risk, Robert Pakpahan, acting director general at the debt management office, said in an interview yesterday. Indonesia was able to borrow at 70 basis points less than its previous sukuk sale in November 2011 after winning investment- grade rankings from Moody?s Investors Service and Fitch Ratings.

?Alternatives are very few given the scarcity of emerging- market sovereigns, therefore a well-known credit like Indonesia is warmly welcomed and heavily demanded,? Sergey Dergachev, a senior portfolio manager at Frankfurt-based Union Investment Privatfonds who purchased the debt, said in a Nov. 21 e-mail. ?There?s a huge chunk of demand from sukuk funds that are long- term investors.?

Overseas Borrowing

Buyers in the Middle East dominated interest among some 250 investors, according to a person familiar with the matter who declined to be named as the information hasn?t been made public. That region accounted for 30 percent of the order book, compared with 23 percent in Asia, 20 percent in Indonesia, 12 percent in the U.S. and 15 percent in Europe.

Around 17 percent of Indonesia?s $141 billion of debt outstanding has been sold globally, finance ministry data show. Issuance of international notes could be as low as 18 percent of total sales next year, compared with 20.6 percent in 2012, Pakpahan said in Jakarta, adding that the numbers will be finalized by the end of the year.

Indonesia needs to reduce its dependence on the global bond market given the proportion of debt sold overseas is typically in the single digits in higher-rated nations, Thomas Byrne, senior vice president for sovereign risk at Moody?s in Singapore, said at an investment summit in Jakarta on Nov. 6.

?Diversity Value?

Southeast Asia?s biggest economy is rated BBB- and Baa3, respectively, by Moody?s and Fitch, the lowest investment-grade and four levels below Malaysia. Expansion that?s held above 6 percent for the past eight quarters has made the nation the fastest growing in the region, while foreign-exchange reserves have more than doubled to $110 billion since the end of 2008.

?There?s still a lot of liquidity with sukuk buyers,? Abdul Kadir Hussain, chief executive officer of Mashreq Capital DIFC Ltd. in Dubai, said in an e-mail yesterday. ?There aren?t many sukuk from the Far East that are compliant with standards in the Gulf Cooperation Council and this one was, so there?s some diversity value.?

The yield on Indonesia?s 4 percent dollar-denominated Islamic bonds maturing in 2018 fell three basis points, or 0.03 percentage point, to 2.86 percent this week, one basis point off the record low reached in October, according to data compiled by Bloomberg. The rate on the 8.8 percent Shariah-compliant notes due in 2014 climbed four basis points to 2.06 percent.

?Attractive Yields?

The extra yield investors demand to hold the 2014 securities over Malaysia?s 3.928 percent debt due June 2015 widened six basis points this year to 48 basis points, data compiled by Bloomberg show. The difference between average borrowing costs on global sukuk and the London interbank offered rate, or Libor, narrowed 88 basis points to 185 basis points, according to the HSBC/NASDAQ Dubai US Dollar Sukuk Index.

Global issuance of bonds that comply with Islam?s ban on interest reached a record $43.4 billion in 2012, surpassing last year?s previous all-time high of $36.7 billion, data compiled by Bloomberg show.

The Bloomberg Malaysian Sukuk Ex-MYR Index of foreign- currency Islamic debt listed in Malaysia decreased 0.1 percent this week to 111.261 as of Nov. 22, trimming gains this year to 6.5 percent.

Indonesia last sold 913 billion rupiah ($94.7 million) of local-currency Shariah-compliant bonds on Oct. 30, exceeding its goal of 500 billion rupiah, a statement on the debt management office?s website shows. Investors bid for 5.3 times the amount offered, the biggest ratio since April 10.

Foreign investors boosted holdings of Indonesian debt by 17.8 percent this year to 262.5 trillion rupiah as of Nov. 19, Finance Ministry data show.???

?We bought the sukuk because there?s a supply shortage of Islamic bonds in Indonesia,? Akbar Syarief, a fund manager overseeing about 3.3 trillion rupiah at MNC Asset Management, said in a Nov. 21 interview from Jakarta. ?The country?s growth prospects are encouraging and the attractive yields also make the sukuk appealing.?
