On Friday, Oklahoma governor Mary Fallin signed a bill to allow horse slaughter within the state.

House Bill 1999 prohibits the sale of horse meat for human consumption, but allows for the opening of horse slaughtering facilities in the state of Oklahoma. Forty-six other states already have laws allowing horse slaughter. Only Texas, California, and Illinois still have laws against horse slaughtering.

Horses in the U.S. are nearly always kept as pets, although there are some that work. Because they are not raised for meat, there are few limitations on the drugs that are given to the horses during their lives, even up to the moment of their deaths. Many of those drugs are dangerous for humans, rendering horse meat unfit for human consumption.

Currently, horses are purchased in the U.S. and shipped abroad for slaughtering. Supporters of horse slaughter in the U.S. claim that aging and unwanted horses will be abused if there are no slaughterhouses. In the statement from the governor?s office, Gov. Fallin said:

The U.S. Department of Agriculture has also noted that over 166,000 horses were sent to Canada and Mexico for processing just in 2012. These animals traveled long distances, in potentially inhumane circumstances, only to meet their end in foreign processing plants that do not face the same level of regulation or scrutiny that American plants would.

Simply making the slaughter of horses legal in the state doesn?t mean a slaughterhouse will open there any time soon. USDA meat inspectors have to be on the premises for slaughter to be legal. With the recent sequester, the beef industry has lost 8% of their inspection days. I doubt they will want to share the limited inspectors with an industry that isn?t even popular here in the U.S.

From Dallas to Damascus: The Texas 'straight shooter' who could replace Syria's Assad

He is a ?straight shooter? from Texas who worked as a telecoms executive until November. But Ghassan Hitto now finds himself the presumptive caretaker-leader of Syria as world powers plot the end of Bashar Assad?s crumbling regime.

The American citizen, born in Syria, is the new prime minister of the opposition?s interim government ? the apparatus that the international community hopes will seal the end of Assad?s rule.

Friends describe Hitto, 50, as ?sincere? and ?practical,? but the charismatic technocrat will need all the charm he can muster to unify Syria?s fragmented opposition.

His rapid rise has prompted questions about how the deadly conflict should end and has cast a light on infighting, fueled by regional countries purportedly supporting certain opposition figures.

The Free Syrian Army, one of the key rebel groups fighting Assad?s forces on the ground inside Syria, responded to Hitto?s appointment in Istanbul on March 18 by refusing to recognize his authority.


?The situation there is so dire, I?m afraid for him,? said Mustafa Carroll,?who worked alongside Hitto in Texas as a volunteer at Muslim advocacy groups. ?It?s a big responsibility and it?s very complicated.?

?He?s a straight shooter, very sincere, very well-regarded and a very active community person,? said Carroll, who is director of the Houston chapter of the Council for American-Islamic Relations.

Seen as Muslim Brotherhood's pick
Hitto, a father of four, lived in the U.S. for three decades, most recently on the outskirts of Dallas working as director of operations for telecoms supplier Inovar, where co-worker?Arshad Syed remembers him as "honest" and "personable."

He left Syria in the early 1980s and received an MBA at Indiana Wesleyan University on top of a degree in computer science and mathematics from Purdue University in Indianapolis.

Strongly active in community groups, he was a member of the board of directors at the private Islamic school Bright Horizons Academy, in Garland, Texas, where his wife Suzanne still teaches English.

In November, he made the decision to get involved in the National Coalition for Syrian Revolutionary and Opposition Forces -- the international grouping that seeks to end Syria?s civil war on the condition that Assad is removed from power.

A look back at the conflict that has overtaken the country.

?Like a lot of people living away, he just wanted to help his homeland,? said Carroll.

Hitto?s wife did not return calls, but the academy issued a statement describing him as ?a practical man with great management experience.?

It said: ?He was always open minded and open to debate. He conducted himself with the highest honesty and integrity. His talent for bringing people together for the common good will be missed in our community.?

Hitto, a respected technocrat but an inexperienced politician, won the overwhelming number of votes from those who cast a ballot -- other possible candidates that included a former Syrian regime official -- but some members of the Coalition boycotted the vote in protest at the process.

Not everyone was convinced the opposition needed an interim government, seeing it as yet another organization that could compete for control of a post-Assad Syria.

Official spokesman Walid al-Bunni walked out of the vote in protest and Moaz al-Khatib, president of the Coalition, resigned and had to be persuaded back on board just in time for the Arab Summit in Doha, which began Tuesday.

?Hitto?s whole role has been undermined from the start,? said Christopher Phillips, associate fellow of the Middle East and North Africa Programme at U.K. think tank, Chatham House.

?He?s very much the Muslim Brotherhood?s man, and is seen as such. There was a lot of pressure to get an interim opposition leader in place ahead of the Doha talks, but the way in which it was done, and the choice of very much the man that Qatar and Turkey wanted, has infuriated and alienated just about every key player in the process.?

Represents 'the some of the some'
Salman Shaik, director of the Brookings Center in Doha, said many Syrians "still regard the appointment of Hitto with suspicion." Even if Assad is toppled from power, Hitto is by no means certain of the authority he needs to implement free and fair elections.

?The huge elephant in the room is that there is no guarantee that, if and when the Assad regime falls, that any of the groups fighting in Syria will gather around this official opposition,? said Phillips. ?There are huge uncertainties in all of this.?

Abdulrahman al-Rashed, commentator and general manager of the Al Arabiya news channel, wrote: ?I am confident that Mr. Hitto is a respectable person and that he cares about Syria. But during this difficult time, we want a person who represents everyone and not only some Syrians. Some members of the Syrian coalition decided to choose Hitto but the coalition itself only represents some Syrians. Therefore, Hitto represents the some of the some!?

Yasser Tabarra, the Chicago-based legal adviser to the Coalition, says the interim government will focus on managing the 60 to 70 percent of the country that is liberated and controlled by opposition rebels.

The government would coordinate local management efforts, including establishing law and order, and delivering basic goods and services, Tabarra said.

Two key stumbling blocks remain: whether the Coalition should enter into any form of negotiations with the regime while Assad is still in power, and whether Hitto, an ethnic Kurd viewed as the Muslim Brotherhood's favored candidate, can unite the ideological differences between its liberal and Islamist members.

In his task, Hitto at least has the backing of the U.S.

?This is an individual who, out of concern for the Syrian people, left a very successful life in Texas to go and work on humanitarian relief for the people of his home country,? said State Department spokeswoman Victoria Nuland after Hitto?s election.

?We?re very hopeful that his election will foster unity and cohesion among the opposition.?

Egyptian TV satirist appears before prosecutors

CAIRO (AP) ? A popular television satirist known as Egypt's Jon Stewart has appeared before prosecutors after an arrest warrant was issued against him for allegedly insulting Islam and the country's leader.

Several dozen supporters gathered outside the public prosecutor's office Sunday as Bassem Youssef, the host of the weekly show "ElBernameg" or "The Program," arrived a day after the warrant was first reported in the media.

Government opponents said the warrant against such a high profile figure, known for lampooning President Mohammed Morsi and the new Islamist political class, was an escalation in a campaign to intimidate critics. It followed warrants for five prominent anti-government activists accused of instigating violence.

Youssef tweeted a series of quips from the prosecutor's office. "They asked me the color of my eyes. Really," one read.

(AP) ? Justin Bieber had to leave a monkey in quarantine after landing in Germany last week without the necessary papers for the animal, an official said Saturday.

The 19-year-old singer arrived at Munich airport last Thursday. When he went through customs, he didn't have the documentation necessary to bring the capuchin monkey into the country, so the animal had to stay with authorities, customs spokesman Thomas Meister said.

Bieber performed in Munich on Thursday, beginning the latest leg of his European tour. He later tweeted: "Munich was a good time. And loud. The bus is headed to Vienna now. U coming?" He didn't mention the monkey.

The Canadian singer is giving several concerts in Austria and then in Germany over the next week.

Bieber had a trying stay in London recently. The star struggled with his breathing and fainted backstage at a show, was taken to a hospital and then was caught on camera clashing with a paparazzo. Days earlier, he was booed by his beloved fans when he showed up late to a concert.

One of the more interesting bits of mobile news at GDC 2013 was Havok's announcement of a free version of their well-established 3D engine. For those unfamiliar, Havok is the backbone of such AAA titles as Skyrim, Black Ops 2, L.A. Noire, and many more. We had to swing by their booth to see just how well it performed. Project Anarchy handles a wide range of graphical tasks extremely well, but it also has an AI engine, allowing developers to make a fully-realized game with just a few tweaks to the demo apps included.

Venture Investing Remains Soft In First Quarter | peHUBpeHUB

The first quarter won?t close till Sunday, but an early look finds the soft venture-investment environment continued.

Venture capitalists in the United States put $6.2 billion to work in the quarter fueling 707 deals, according to a tally by PitchBook. This is largely unchanged from the fourth quarter in dollars terms, when PitchBook says $6.3 billion was invested. It is down 11% in number of deals.

PitchBook?s numbers for past quarters diverge quite noticeably from those in the MoneyTree Report, issued by PricewaterhouseCoopers, the National Venture Capital Association and Thomson Reuters. So a final pronouncement on the quarter will likely have to wait for several weeks until all the various investment studies come out.

Still, the early peek suggests an industry still consolidating as a weak fundraising environment makes investment capital more precious.

In its early look at the quarter, PitchBook says median early stage and late stage pre-money valuations slipped compared to the fourth quarter?a result that appears consistent with chatter about a Series A crunch facing entrepreneurs. But they rose for seed and angel deals.

The median pre-money valuation for early stage transactions was $14.33 million?while for late stage deals it was $66.69 million, according to PitchBook. The number for seed and angel deals was $5.38 million.

The top five deals in the quarter were:

  • Pinterest?s $200 million funding;
  • AirWatch?s $200 million funding;
  • SevOne?s $150 million funding;
  • LivingSocial?s $110 million funding; and
  • Lynda.com?s $103 million funding.

UPS to forfeit $40 million over illegal online pharmacy shipments

(Reuters) - United Parcel Service Inc has agreed to forfeit $40 million it earned from illegal Internet pharmacies shipping drugs using its services, U.S. authorities said Friday.

As part of the settlement, UPS entered a non-prosecution agreement with the U.S. Department of Justice.

The company also agreed to put a compliance program into place to prevent illegal online pharmacies from distributing drugs through its shipping services in the future, authorities said.

"Good corporate citizens like UPS play an important role in halting the flow of illegal drugs that degrade our nation's communities," Northern California U.S. Attorney Melinda Haag said in a statement.

UPS cooperated with the investigation, prosecutors said.

Prosecutors said UPS was on notice from 2003 to 2010 that Internet pharmacies were shipping drugs without prescriptions, yet the company didn't put procedures in place to shut down their accounts.

"We believe we have an obligation and responsibility to help curb the sale and shipment of drugs sold through illegal Internet pharmacies," said Susan Rosenberg, a UPS spokeswoman.

Protective prion keeps yeast cells from going it alone

Most commonly associated with such maladies as "mad cow disease" and Creutzfeldt-Jakob disease, prions are increasingly recognized for their ability to induce potentially beneficial traits in a variety of organisms, yeast chief among them.

Now a team of scientists has added markedly to the job description of prions as agents of change, identifying a prion capable of triggering a transition in yeast from its conventional single-celled form to a cooperative, multicellular structure. This change, which appears to improve yeast's chances for survival in the face of hostile environmental conditions, is an epigenetic phenomenon?a heritable alteration brought about without any change to the organism's underlying genome.

This latest finding, reported in the March 28 issue of the journal Cell, has its origins in work begun several years ago in the lab of Whitehead Institute Member Susan Lindquist. In 2009, Randal Halfmann, then a graduate student in Lindquist's lab, identified dozens of proteins in yeast that have the ability to form prions. That research greatly expanded the known universe of prion elements in yeast, but it failed to answer a key question: What function, if any, do these prions actually have?

In search of an answer, Halfmann, now a fellow the University of Texas Southwestern Medical Center, and colleagues in the Lindquist lab attempted to exploit the fact that several of the prion-forming proteins they had identified acted to modify transcription of yeast genes. It stood to reason that if they could identify which genes were being regulated, they might be able to determine the prions' function.

"We looked at the five transcriptional regulators that are known to be prions in yeast, and we found that in fact, only one gene in the entire yeast genome was regulated by all five transcription factors," says Halfmann.

That gene, as it turns out, was FLO11, a key player in multicellularity in yeast. Indeed changes in FLO11 expression have been shown to act as a toggle, switching yeast from spherical to filamentous form. Halfmann notes that FLO11, which has been shown to be regulated by epigenetic elements, is also highly responsive to environmental stress. Knowing that the prion form of a protein is essentially a misfolded form of that protein, and that stressful conditions increase the frequency of protein misfolding and prion formation, the scientists began to consider the possibility that the prions themselves might be among the epigenetic switches influencing the activity of FLO11.

The group focused on one transcription factor known as mot3, finding that yeast cells containing the prion form of this factor, [MOT3+], acquired a variety of multicellular growth forms known to require FLO11 expression. This was a clear indication that prion formation was causing the differentiation of the cells and their subsequent cooperation. But what about the stress aspect of the hypothesis?

By testing yeast cells against a variety of stressors, the scientists discovered that exposure to a concentration of ethanol akin to that occurring naturally during fermentation increased [MOT3+] formation by a factor of 10.They also found that as the cells exposed to ethanol shifted their metabolism to burn surrounding oxygen through respiration, the prions reverted to their non-prion conformation, [mot3-], and the yeast returned to the unicellular state. In essence, prion formation drove a shift to multicellularity, helping the yeast to ride out the ethanol storm.

"What we have in the end is two sequential environmental changes that are turning on a heritable epigenetic element and then turning it off," says Halfmann. "And between those two changes, the prion is causing the cells to acquire a multicellular growth form that we think is actually important for their survival."

Lindquist, who is also a Howard Hughes Medical Institute investigator, has long argued that prions have played a vital role in yeast evolution and has amassed a body of strong supporting evidence.

"We see them as part of a bet-hedging strategy that allows the yeast to alter their biological properties quickly when their environments turn unfavorable," Lindquist says. She also theorizes that prions may play such roles beyond yeast, and her lab intends to take similar approaches in the hunt for prions and prion-like mechanisms that are potentially beneficial in other organisms.

For Lindquist lab postdoctoral scientist Alex Lancaster, who is also an author of the new Cell paper, these latest findings hint at a potentially novel approach to understanding basic mechanisms underlying the complexities of human diseases, including cancer, whose hallmarks include protein misfolding, epigenetic alterations, metabolic aberrations, and myriad changes in cell state, type, and function. Lancaster likens the opportunity to that of opening a black box.

"It's exciting to think that this could become another tool in the toolbox in the study of multicellularity," Lancaster says. "We know that some tumors are a heterogeneous population of cells and we know that tumor cells can evolve within in their environments to help ensure their own survival. This system could help us further understand the role of epigenetic inheritance within tumors and how it might be influencing cell-cell interactions and even affecting the effectiveness of drug therapies."

Texas county district attorney and wife found dead

(Reuters) - Authorities in Texas were investigating the deaths of the Kaufman County criminal district attorney and his wife on Saturday, in what news reports said was a shooting at their home.

The deaths of Criminal District Attorney Mike McLelland and his wife follows the January slaying of Kaufman County Assistant District Attorney Mark Hasse, who was shot and killed as he walked from his car to a Dallas-area courthouse.

"We are investigating the deaths of the Kaufman County district attorney and his wife," said Kaufman County Sheriff's Office spokesman Lieutenant Justin Lewis.

Lewis said the investigation was at a preliminary stage and that he had no further information.

The Dallas Morning News, citing unnamed sources, said that the couple was found shot at their home.

"In 1999 I drove from New Hampshire to San Francisco, and I realized during the transition that I had a struggle getting my health records," he explains. "As I dug into this further I realized that the average patient sees 19 different doctors in their lifetime and that there's 200,000 deaths a year because this information is not available."

Practice Fusion handles every step of your doctors visit beginning with scheduling your appointment. When you arrive and a nurse takes your vitals, like weight, blood pressure, allergies, and your ailment, that is added to the Practice Fusion system, creating a personalized medical record that can be shared with any doctor that may need it. It's even connected to most pharmacies so when you leave the office your medication will be ready to pick up.

"It's the most efficient place for [pharmaceutical companies ] to come and have a dialog with doctors. The laboratories, it's the most efficient place for them to come and connect with doctors," says Howard.

And perhaps the best part, it's free for doctors and patients. As for profit, it's all about the data.

"It's the largest, highest transaction health care platform in the United States," says Howard. "So we know what type of drugs are being written on the platform, why doctors are writing particular drugs. We know different standards of care. We can identify the best doctors in the country and take that standard and apply it to all the other doctors as well. So there?s a number of different things that the data at scale brings to the market where there?s a monetization opportunity."

Practice Fusion now has over 150,000 medical professionals, mostly at smaller private practices, and tens of millions of patients in their system.

"Eighty-percent of all doctors are in offices of eight or less [employees], that's really where we thrive," Howard says. "There's about 400 competitors...but one out of four doctors choosing an electronic health record in that market today chooses practice fusion, so we are by far one of the, if not the de facto market players out there."

And the competition could get even more fierce next year as millions of uninsured Americans are due to enter the health care system as Obamacare takes full effect.

"It will definitely help the business," Howard contends, "making sure that the 40 million patients that are uninsured today are getting treatment and care is something we can definitely help with...We're able to free up a lot of the doctor's inventory to make it available to those 40 million patients that need to be treated."

And Practice Fusion is banking on that growth. Literally.

"We've raised roughly 66 million dollars, we have Peter Thiel in the founders fund, Artis Capital and some other top tier firms with the company," he says. "I think in this current market and with the current growth of the company, an IPO is very potential in the future and I think that's something we'll talk about over the next couple of years."

So Howard has the funding, the demand, and the drive to take his company public. The question is whether Practice Fusion can maintain their lead and continue to grow profits in this super competitive industry.

Keep police business off Facebook, NYPD tells cops

The New York Police Department has begun policing how its officers use Facebook, Twitter and other social media.

An internal order made public on Thursday advises members of the nation's largest police department to be careful with what they reveal online ? even urging them not to disclose that they're on the force.

Officers "are to exercise good judgment and demonstrate professionalism expected of them while performing their official duties," the memo says. It also warns that "personal social media sites may be used against them to undermine the credibility of the department, interfere with official police business, compromise ongoing investigations and affect their employment status."

The guidelines bar officers from posting photos of themselves in uniform ? with the exception of those taken at promotion or awards ceremonies ? unless they have permission from the department. Officers could face discipline if they don't comply.

Police officials said the policy has been in the works for about two years, and arose out of concern that police officers' online postings could embarrass the NYPD or be misinterpreted as official police policy. The department punished more than a dozen officers after they made degrading remarks about revelers at the West Indian Day Parade in 2011.

"We believe these guidelines are reasonable and make sense," Police Commissioner Raymond Kelly said Thursday.

The Patrolmen's Benevolent Association, which represents 23,000 police officers, declined comment. In the past, the union has cautioned its members about what they post and who they interact with on the Internet.

The NYPD edict prohibits the posting on personal websites of crime scene photos or witness statements. It also bars officers from using social media to contact witnesses, crime victims or lawyers involved in pending cases, or to contact minors who aren't part of their families.

"Such communications may be deemed inappropriate or unethical and may jeopardize an ongoing investigation," it says.

The adoption of guidelines was first reported in the Daily News.

7 Things I Was Baffled By When I Started Online

Baffled By BusinessI?d like to share some of the problems that prevented me making any money whatsoever for around 7-8 months after I began online almost exactly 3 years ago. I?ll also explain how I overcame them by giving some recommendations for each.

It?s quite interesting for me to see how my thinking and understanding of how to start and build a successful web business has changed over time.

But more importantly I hope you?ll be able to get a lot out of this because from talking to others I?ve learned that most people face the same challenges that I?ve experienced.

Let?s dive in with 7 things I was baffled by when I started out:?

1. How To Create Web Pages

Like all of us I visited lots of different websites on a daily basis but I really didn?t understand how to replicate them. Do you have to learn web design and HTML and get involved in the technical side of things?

Luckily, I was introduced to WordPress pretty early on. Although I have built a few pages in other systems (such as the free HTML editor Kompozer) I really never looked back.

What began as a blogging platform has now developed into a fully fledged content management system (CMS) for websites and for running a home business, there are very few cases when it makes sense to not use WordPress.

My Recommendation: If you don?t know WordPress. Learn it. Just create a simple personal blog and get acquainted. It?s time very well spent.

2. How To Get Traffic

I thought the only options were SEO (ranking your web pages high in Google) or Adwords (Google Paid ads).

Like most newcomers I didn?t want to risk any money so I went down the SEO path.

The trouble was by 2010 SEO was already becoming harder, more long term and increasingly uncertain. This didn?t stop me spending a small fortune on SEO software and training courses which resulted in virtually no revenue whatsoever.

My Recommendation: Traffic is a KEY element in your online success. So invest some time in learning about it. There are countless ways to promote your websites and many of them have been discussed on this blog (here and here?for example). Also, although I wouldn?t completely ignore SEO, I also highly recommend you don?t rely on it. Less than 10% of my traffic comes from SEO ? quite honestly I wouldn?t bother with it much at all!

3. Why The Websites Of Successful Marketers Didn?t Look Like Mine

During my ?SEO phase? I followed several ?gurus? who were very keen to tell me (and sell me) strategies which could rank my websites high in Google. Most of these involved setting up blogs, choosing the keywords, meta tags, headlines, H1 tags correctly and building backlinks to my site.

So how come when I visited these gurus? sites they had none of these things? I remember checking the backlinks and wondering why there weren?t any? How could they be making money if they didn?t seem to do the things they were telling me to do?

Also, a lot of their websites just had places for your name and email address (what I later learnt were called ?squeeze pages?) and had no content on them at all. Google wouldn?t rank these surely so I was baffled.

I was very na?ve really. But it just goes to show if you don?t know something then you just don?t know.

Of course, the reality was the the gurus were using joint ventures (JVs), affiliates and paid traffic to promote their websites. As silly as it might sound it really took me about 10 months to fully recognize this.

My Recommendation: Always ask yourself, ?Are the strategies that this person is teaching me what they actually use to make money themselves??. You can?t always be sure but being aware of this question really helps!

4. Who To Trust

A biggy.

As with any business ? online or offline ? there are scams and people who just want your money. In the internet marketing area there are definitely these kinds of people but also many very genuine businesses and marketers who provide solid products and services which can help you.

My Recommendation: Rather than expand on this here I will refer to a previous post where we covered this issue in detail.

5. Which Niche To Go Into

Again, usually a problem most of us have, especially at the early stage of our business.

This is partly related to ?I?m not an expert in anything? thinking but also because there are literally SO many different niches that it can become difficult to decide!

What I did was go into lots of niches. I don?t recommend this because you end up juggling so many balls that you can?t give the attention each niche deserves.

My Recommendation: Brainstorm niches you are interested in, check for sufficient audience size and profitability. Then pick one and go with it. Later on you can (as I have done) expand it more than one niche but that?s when you?ll have the experience of setting them up and promoting them. Also, understand you don?t need to be an expert: 1) You can learn, 2) You can get another expert to help (e.g., by interviewing them), 3) Many products (e.g., software) don?t rely on you being an expert at all.

6. How Can I Keep Up With The Information Coming At Me

Yes, the old information overload problem here!

What I specifically referring to though is the emails that I received as a result of signing up to people?s lists.

This distraction can manifest in at least 2 ways: 1) You are reading emails instead of implementing and taking action, 2) You get mixed messages and conflicting information which stops you taking action on your current plans by introducing doubt and shiny object syndrome.

My Recommendation: Unsubscribe from any list which just promotes things all the time. Follow the people you trust (or at worst think you trust!) ? see above for tips on this. Pick one project and stick with it, emotionally detach (as best you can) and work on your business (imagine you are consulting on someone else?s business which helps) instead of in your business.

7. Sales Funnels

Again I?m admitting naivety here but after coming online I really didn?t understand the importance of having a funnel or even what one was!

Basically, the sales funnel is process people go through after they go up the ?on ramp? into your business.

For example, they might sign up at for your squeeze page, get offered a promotion on the thank you page, receive email follow ups which offer free content and promotions which increase in price and value.

My recommendation: Be aware all the time of sales funnels and every time you purchase something or sign up for something watch what happens and take notes. I actually have a Word files called ?Other Marketers Swipe? which I take notes on what I see from my journeys around the internet in different niches.

3 Final Tips

Overall, If I could go back in time and speak to myself when I started out I?d give this advice:

  • Focus soley on building a list of subscribers in a profitable niche that you are interested in
  • Go to live events and meetups
  • Invest some time and money in solid training from people who have achieved what you want to achieve

Banks are providing small businesses with funding they need.

Huntington Bank, a Columbus, Ohio-based firm, announced on March 18 that it had surpassed its goal of providing $4 billion in loans to small businesses.?

The bank, with a footprint across six states, provided 24,000 loan applicants with small business funding since the goal was set in 2010. Ohio businesses saw the highest number of successful loans, with 15,400. Loans for businesses in Michigan totaled 5,200, while both Indiana and Pennsylvania companies were awarded over 1,000 loans.?

?Huntington was one of the first banks during the economic downturn to commit to increased small business lending,? said Huntington?s President and CEO Steve Steinour. ?We also hired more than 150 additional business bankers to work with businesses and take a second-look at loan applications to make certain nothing was missed in determining their qualifications for a loan.?

Steinour?s?bank isn?t the only one that has been active in supplying small businesses with loans. The Baltimore Business Journal recently reported that SNL?Financial released a report that lists which large banks provided small businesses with the most loans last year. Coming in first was Wells Fargo, which contributed $32.8 billion to small business finance.?

Bank of America was number two on the list, with $26.2 billion in loans.

Decimation of critically endangered forest elephant detailed

Mar. 28, 2013 ? African forest elephants are being poached out of existence. A study just published in the online journal PLOS ONE and supported in part by San Diego Zoo Global shows that a staggering 62% of all forest elephants have been killed across their range in central Africa, for their ivory over the past decade. The severe decline indicates what researchers fear is the eminent extinction of this species.

"Saving the species requires a coordinated global effort in the countries where elephants occur, all along the ivory smuggling routes and at the final destination in the Far East. We don't have much time," say Wildlife Conservation Society conservationists Fiona Maisels, PhD, and Samantha Strindberg, PhD, the lead authors.

The study -- the largest ever conducted on the African forest elephant -- includes the work of more than 60 scientists between 2002 and 2011, and an immense effort by national conservation staff who spent a combined 91,600 days surveying elephants in 5 countries (Cameroon, Central African Republic, the Democratic Republic of Congo, Gabon and the Republic of Congo), walking over 13,000 kilometers (more than 8,000 miles) and recording over 11,000 elephant dung piles for the analysis.

The paper also shows that almost a third of the land where African forest elephants were able to live 10 years ago has become too dangerous for them. Results show clearly that forest elephants were increasingly uncommon in places with high human density, high infrastructure density such as roads, high hunting intensity, and poor governance as indicated by levels of corruption and absence of law enforcement.

Bethan Morgan, PhD, head of San Diego Zoo Global's Central Africa Program, stressed the importance of this study. "This is the largest collaborative study of its kind across the whole of Central Africa and really highlights the plight of this ecologically important species. Forest elephants are integral to a functioning forest in Africa, opening up the forest floor and acting as a vital part of the life cycle of many plant species through their role as seed dispersers. We have increasing evidence of a decline in certain tree species as a result of the local extinction of forest elephants."

Distinct from the African savanna elephant, the African forest elephant is slightly smaller than its better-known relative and is considered by many to be a separate species.

Research carried out by the CITES-MIKE program has shown that the increase in poaching levels across Africa since 2006 is strongly correlated with trends in consumer demand in the Far East and that poaching levels are also strongly linked with governance at the national level and poverty at the local level. This has resulted in escalating elephant massacres in areas previously thought to be safe.

Zumba teacher could get jail in prostitution case

PORTLAND, Maine (AP) ? The dance instructor who used her Zumba fitness studio as a front for prostitution could face up to 10 months in prison after pleading guilty Friday in a case that captivated a quiet seaside town known for its beaches and picturesque homes.

The agreement that followed two days of plea negotiations spares Alexis Wright from the prospect of a high-profile trial featuring sex videos, exhibitionism and pornography. She's scheduled to be sentenced May 31.

Wright quietly answered "guilty" 20 times when the judge read the counts, which include engaging in prostitution, promotion of prostitution, conspiracy, tax evasion and theft by deception.

"We're very satisfied with it. It's an appropriate outcome, given the gravity of her actions," Assistant Attorney General Darcy Mitchell said after the brief court hearing.

The 30-year-old Wright was accused of conspiring with insurance agent Mark Strong Sr. to run a prostitution business in which she kept detailed records indicating she made $150,000 over an 18-month period. She was also accused of using a hidden camera to record sex acts without her clients' knowledge.

She was originally charged with 106 counts. All the counts in the agreement were misdemeanors, including three counts relating to welfare and tax fraud that were reduced from felonies.

Strong, 57, of Thomaston, was convicted this month of 13 counts related to promotion of prostitution and sentenced to 20 days in jail. He was originally charged with 59 counts.

The scandal became a sensation following reports that Wright had at least 150 clients, leading to a guessing game of who might be named publicly in the coastal town of Kennebunk. Attorneys who have seen the client list say it included some prominent names. Those who have been charged so far include a former mayor, a high school hockey coach, a minister, a lawyer and a firefighter.

Working together, Strong and Wright represented an unusual pairing.

Wright had attended college classes and ran dance classes for the local parks and recreation program before opening her studio in Kennebunk. But she was also engaging in paid-sex acts in the studio, in her apartment and in her office, law enforcement officials said.

Overseeing the operation and watching the sex acts live on his office computer 100 miles up the coast was Strong, a married father of two who ran a successful insurance agency in Thomaston.

It came as no surprise that Wright would seek a plea agreement because evidence presented in Strong's trial was so overwhelming. A video played for jurors showed Wright engaging in sex acts with a man who then inquired about her rate before leaving $250 cash on her massage table.

After the man left, the video showed Wright pocketing the money.

There was plenty of electronic evidence because the two kept in touch via text and email and because Wright videotaped the clients and Strong watched live via Skype. Videos showed them speaking openly of ledgers, payments and scheduling.

Under the plea agreement, prosecutors will seek restitution of $57,250 from Wright after she's released from jail.

Defense lawyer Sarah Churchill said Wright is married and employable, and she expects Wright will be able to enter into a payment plan. Churchill left the courtroom without talking to reporters.

Residents of Kennebunk were frustrated by the media coverage of the scandal.

Names of purported clients trickled out as they were charged, leading to speculation about who else might be on the list. But residents soon grew weary of the media's attention, especially after it became clear that only a few of clients were locals.

So far, 66 people have been charged as clients, York County Deputy District Attorney Justin McGettigan said. The state will continue to pursue charges against additional people identified on Wright's ledger if the evidence is strong enough to prove the charges beyond reasonable doubt, she said.

Things have largely returned to normal in Kennebunk. And on Friday night, a free dance was being held at Wright's old Pura Vida Studio, where Zumba continues under new management and a new name, Danceworks.

Jeremiah Ouellette, manager of New Morning Natural Foods Market, across the street from the fitness studio, said residents have put the prostitution episode behind them.

"I think people have really lost interest," Ouellette said Friday evening. "People really don't care anymore."

Spy who foiled jet bomb plot to be MI5 chief

LONDON (Reuters) - A British counterspy who helped to thwart an al Qaeda plot to blow up planes with explosives hidden in soft drink bottles and led the response to the 2005 London transport bombings will be the new head of MI5, the government said on Thursday.

Andrew Parker has three decades' experience at MI5, countering Islamist militants, violent Irish republicans and organised criminals. He has been deputy chief since 2007, and once served as a British security liaison in the United States.

The 50-year-old, a keen birdwatcher and wildlife photographer, will be in charge of 3,800 staff investigating threats ranging from bomb plots and the spread of weapons of mass destruction to espionage and cyber attacks.

One of his first tasks will be to protect U.S. President Barack Obama, British Prime Minister David Cameron and other world leaders at the Group of Eight summit in Northern Ireland in June.

As Britain hosted the annual G8 meeting in 2005 in Gleneagles, Scotland, four suicide bombers killed 52 underground and bus commuters in London in coordinated attacks. Parker was in charge of the agency's response to the bombings and oversaw a significant expansion of its role.

Parker, who led MI5 teams that disrupted a 2006 conspiracy to attack several passenger jets with bombs hidden in soft drink bottles, said it was a "great honour" to be made head of the agency, also known as the Security Service.

"I look forward to leading the Service through its next chapter," he said in a statement.

The bespectacled father-of-two will replace the current head, Jonathan Evans, when he steps down in April after six years in the job during which Britain suffered no significant attacks.

Once so publicity-shy it officially did not exist and its director's identity was kept secret, MI5 now has a website which discusses its responsibilities and activities. On Thursday, the website posted an official biography of its new chief.

ENGLISH-SPEAKING MILITANTS

Counter-terrorism operations will remain at or near the top of MI5's priority assignments from the moment Parker takes the agency's helm.

European counter-terrorism officials have for years been concerned about British citizens and residents who travel to hot spots in the Middle East or South Asia, either to be indoctrinated and trained in militant ideology and guerrilla tactics before returning home, or to fight with local militants.

British authorities estimate that every year, 400,000 people travel from the U.K. to Pakistan. While only a tiny proportion of these travellers have any interest in militant activities, even a small number of recruits can cause disproportionate chaos, as occurred in London on July 7, 2005.

Among the hot spots which currently concern British and other European authorities most are Syria and Somalia. While travel by would-be militants to Somalia from Britain is relatively easy to trace, tracking movements of would-be recruits to anti-Assad forces in Syria is more difficult, since much such travel can be completed unobtrusively and over land.

European counter-terrorism officials have estimated that as many as 60 to 70 English-speaking militants with British citizenship or residence are currently fighting with rebel forces in Syria. There is concern that many of them may have joined up with al-Nusrah, an Islamist faction which U.S. officials describe as a front for Al Qaeda in Iraq.

CYBER-ESPIONAGE

While the signals intelligence agency Government Communications Headquarters (GCHQ) is Britain's main cyber-security unit, under Parker's leadership MI5 will be responsible for investigating specific cases of state-sponsored cyber-espionage directed against such critical targets as gas and power grids and defence and pharmaceutical manufacturers.

Based on what it learns from such cases and in consultation with other agencies, MI5 also advises potential targets on how to protect themselves against cyber attacks. MI5 does not have responsibility for cyber crime or dealing with hackers.

As part of its role in cyber security, Parker's agency will have to anticipate how to keep security measures ahead of technological innovation. And it will have to do so in an environment where greater productivity will have to be extracted from shrinking resources, including budgets.

Parkinson's disease protein gums up garbage disposal system in cells

Clumps of ?-synuclein protein in nerve cells are hallmarks of many degenerative brain diseases, most notably Parkinson's disease.

"No one has been able to determine if Lewy bodies and Lewy neurites, hallmark pathologies in Parkinson's disease can be degraded," says Virginia Lee, PhD, director of the Center for Neurodegenerative Disease Research, at the Perelman School of Medicine, University of Pennsylvania.

"With the new neuron model system of Parkinson's disease pathologies our lab has developed recently, we demonstrated that these aberrant clumps in cells resist degradation as well as impair the function of the macroautophagy system, one of the major garbage disposal systems within the cell."

Macroautophagy, literally self eating, is the degradation of unnecessary or dysfunctional cellular bits and pieces by a compartment in the cell called the lysosome.

Lee, also a professor of Pathology and Laboratory Medicine, and colleagues published their results in the early online edition of the Journal of Biological Chemistry this week.

Alpha-synuclein (?-syn ) diseases all have clumps of the protein and include Parkinson's disease (PD), and array of related disorders: PD with dementia , dementia with Lewy bodies, and multiple system atrophy. In most of these, ?-syn forms insoluble aggregates of stringy fibrils that accumulate in the cell body and extensions of neurons.

These unwanted ?-syn clumps are modified by abnormal attachments of many phosphate chemical groups as well as by the protein ubiquitin, a molecular tag for degradation. They are widely distributed in the central nervous system, where they are associated with neuron loss.

Using cell models in which intracellular ?-syn clumps accumulate after taking up synthetic ?-syn fibrils, the team showed that ?-syn inclusions cannot be degraded, even though they are located near the lysosome and the proteasome, another type of garbage disposal in the cell.

The ?-syn aggregates persist even after soluble ?-syn levels within the cell are substantially reduced, suggesting that once formed, the ?-syn inclusions are resistant to being cleared. What's more, they found that ?-syn aggregates impair the overall autophagy degradative process by delaying the maturation of autophagy machines known as autophagosomes, which may contribute to the increased cell death seen in clump-filled nerve cells. Understanding the impact of ?-syn aggregates on autophagy may help elucidate therapies for ?-syn-related neurodegeneration.

Whoever is in charge of IT at a small business has a lot of things to worry about with a fairly limited budget and limited time to accomplish everything. Total Defense for Business offers small businesses an integrated cloud security platform that allows the administrator to handle endpoint security and Web and email filtering from a single management console. Endpoints have to be kept up-to-date with anti-malware tools, email threats need to be filtered out before the messages reach the user's inbox, and malicious?or inappropriate?sites need to be blocked. Total Defense for Business offers a fairly robust policy framework to handle all three different tasks to make the administrator's daily to-do-list easier to manage.

Total Defense for Business is a feature-packed cloud security platform where all the elements are tightly integrated. Total Defense offers anti-malware protection for endpoints, Web and email, such as detecting and removing malware on the endpoint, scanning emails and taking action when malware is detected, and blocking websites attempting to download malware. A robust rules engine allows administrators to create filtering policies and define granular application controls. I created email and Web policies to restrict file downloads, control what files could be uploaded or emailed (for data leak prevention), and prevent users from accessing certain sites and applications which violate corporate policy.

At first glance, Total Defense for Business reminded me a lot of GFI Cloud, a cloud security platform from GFI Software. GFI Cloud also provides antivirus protection (delivered via the company's VIPRE Antivirus engine)?for the endpoint, but its focus is primarily network management, not security. GFI Cloud offers asset management, health monitoring, and remote support. Total Defense for Business is focused on keeping emails clean, blocking malicious websites, and protecting the endpoint and is essentially a cloud-based unified threat management appliance. I use Sophos UTM as a virtual appliance, and Total Defense for Business felt very similar, except without having to source a server capable of running the virtual machine image.

Getting Started
Small businesses are beginning to realize that cloud security services are cheaper and often easier to manage than on-premise hardware and software. Getting started with Total Defense is pretty simple, as all you really need is the domain's MX record and information about the Web proxy in order to direct all email and Web traffic through Total Defense's servers. There is no hardware to deploy or software to configure.?

I received the login credentials for my Total Defense account over email. Logging in, I saw the interface, with tabs for Dashboard, Filter Management, Quarantine, Archive, and Reports. Since this was my first time logging in, I was automatically directed to Filter Management where I could turn on Web and Email filtering. There are a lot of features packed into the platform, and Total Defense does a pretty good job of peppering the screens with relevant help text and links to the User Guide.

Total Defense for Business supports Windows, Mac OS X, and Linux. There doesn't seem to be a way yet to apply the security policies to users on smartphones and tablets, just yet.

Total Defense sells through the channel, so businesses need to contact their local reseller or distributor to purchase an annual subscription for Total Defense for Business. The list price is $71.50 per user per year, for full Web, Email, and Endpoint functionality. While the price may seem pretty high at first, it's worth noting that the per-user license covers multiple devices. The company also offers a 15-day free trial for anyone wanting to try out the platform first. Customers can get support over the phone or open up a support ticket online.

Web Filtering
To turn on Web filtering, Total Defense needs my public-facing IP address to recognize all the traffic with that IP address as being part of my network. The service can take up to 24 hours to accept and initialize the IP address, so I had to wait before configuring my Web proxy settings. I had the option to turn on user authentication with Web filtering, which means users have to log in to prove they are authorized to use the Total Defense platform.?Next: Web and Email Filtering, Endpoint Security with Total Defense
